If on a domestic property or one where the part p notification requirements apply then you will need to be in a scheme, pay building control to inspect it etc. as it requires notification to BC on completion.
no actual qualifications required unless you wish to install one under the olev scheme to get the £500 subsidy.
If you can comfortably install a new consumer unit then a ev charger is easy enough. likely need a rod too.
