If I change like for like lights in a bathroom that has no RCD protection, is it required for me to install an RCD .
It's a requirement that the circuit you are adding to or altering is safe to work on
 
Oasis were great in the nineties especially their early stuff but I find their solo stuff just middle of the road and always flick it over on the radio.
 
For accessory changing at my last company I used the model forms of the Minor works certificate and just photo copied lots with an agreed limitation that zs was tested at the changed accessory only and commented on any defects on the circuit such as lack of rcd protection etc.
