I want to connect an external socket to a fused spur which is inside the house. I have 1.5mm 3 core cable but it is 16 amp. Can this be used ?
 
There are other things to consider, but for a short distance, 1.5mm2 3 core is ideal .
 
16 A is the maximum rating of the cable. Then comes a whole load of potential derating factors, which could reduce that rating by half or more.
None of these are significantly applicable in your case, so the current rating is fine.
There are other things to consider, so it's probably easier if you tell us what kind of cable you have.
 
Does this circuit have 30ma rcd protection?
 
If it’s fused down to 13A inside the house, then that protects the 16A cable….. but as mentioned, RCD protection is a necessity.
