If its outside zone 1 then its technically OK, but IMHO its bad practice.

Are you looking at a new install or are you doing a PIR?
 
Has it got the appropriate IP rating for its location, if yes, then no problem, if no then no, irrespective of RCD or whatever else.

if it's only a foot above your head, then either it's a low ceiling or you're very tall.
 
Although its 230v, its probably class 2 insulated (they usually are) and you have RCD protection from what you say. If it was my pir and tape measure info took you inside zone 2, I would code 4 it. But thats me.
 
Provided it is suitable for the environment (IPX4) and its fixed it can be in zone 1 so not a code anyway.

No one has disputed this truckster, the coding scenario comments are being made against xtract fans that are NOT above IPX4.
As said previously, the OP is unsure of the IP rating.
Thats why codings are being mentioned. If its IP4X your comments regarding suitabilty within a zone 1 and zone 2 environment are not in question, so indeed no codings would apply.
