I have a circular fluoro light, 40 watts. It just stopped working today, but then at other times during the day it would come back on. Thinking it was a faulty bulb i put in another bulb (admittedly i don;t know how old it is). Now with the other bulb the light does the same, sometimes it works and sometimes it doesn;t. Any idea why the light work intermittently. It is not flickering at all.
 
Low voltage can cause this
Faulty starter can cause this
Faulty ballast can cause this.

I would start by changing the starter (if there is one)
They are cheep and easy to change.

After that, maybe check the voltage coming into the light fitting.
