Installing light fixture with one black and one white to ceiling wires of 2 black and 2 white. One set of black and white wires are hot other is not. Only one switch that's not hot when tested. 120V How do I wire?
 
Presumably one set of wires is hot (live) and the other is not hot (not live) but one connected will complete the circuit
 
I’m not 100% familiar with American lighting wiring , it might be wise to find a local licensed electrician to help you out
