i have the Fluke 1651B Multifunction Installation Tester and when doing the countinuety test today (r1+r2) today about have way throught the circuits the meter reading just starting reading 0.00 so i unZeroed the meter but when i went to zero it again the reading was 0.00 but when circuit is open the meter reading is 2000ohms help please

You can buy something called a calibration card or cal-card for short. It is made up of various size resistors (1ohm, 5ohm, 10ohm etc) Take readings across each one and this should confirm your meters are good.

You can also buy resistors from Maplins and test them that way.
 
As Tokyo joe said, change the batteries. I got a fluke and I can't zero my leads when the batteries are running out. All other test functions will be fine but you may find strange continuity readings and the zero function will cease working. Definitely the batteries mate
 
and with the leads open circuit, you'd expect a reading like >2000ohms.
 
I have one of these. Yes, changing the batteries helps but there is a low battery warning signal which should be visible if this is necessary.

I find that the machine needs to be have a little warm up time, especially with Zs readings. You should see the figure 0.16 ohms when zeroing for a Zs test, this will be the figure subtracted from the reading the machine sees to give an accurate reading. If the reading you see when zeroing is way above this expect to get a reading you wouldn't expect. If so, do some other tests and come back to the Zs later and try zeroing again.
