When I use Fluke multimeter clamp-type [true RMS meter] to measure AC current in a 3.5C XLPE cable, does it give the value of leakage current or RMS value of current per phase through the cable?
 
It depends what you clamp it around.
If you clamp one conductor you will get the current in that conductor.
If you clamp all conductors (except earth) you will get the leakage current.
 
I had the weirdest issue today, brand new 1587 fc, checked a water heater on live terminal and neutral, got 600V! check neutral and earth, 0V, live to earth 230V, took the 400 clamp and got 4A. None of that made sense, the house is 3 phase, and originally the neutral and live were transposed on the waterheater, which was enough to make me start thinking i had a very large issue… so i went home and got my 907… 8.7A on both conductors, and 230 live, so theres no issue at all after all that. Any clue what on earth caused that misleading information would be greatly appreciated…
