Up to the DNO... they'll tell you when you send in the application form.
 
Almost certainly will need it. Anything over 50kWp generally will. Speak to the DNO before you send off your design if you want to application to go through quicker.

And then speak to Andy O'Leary at Sibert Solar for the relay.
 
That is OK if your inverters are near the origin of your installation. But having a G59 inverter some distance away from the origin may give you voltage drop/rise issues.
