i may be going mad but cant find in the regs what are the requirements for external sockets, can they be spured of the ring if an RCD is fitted or do they need there own circuit ?

Either method is fine. If you do spur off the ring make sure it's only one unless you fit an FCU first and also provide 30mA RCD proection if none fitted.
 
Reg 433.1.5 & appx 15 detail ring circuiy arrangements although there is nothing specific for supplying exterior sockets.

There is no regulation stating exterior sockets require a dedicated wiring circuit.
On the question of RCD protection , there is a general requirement to provide 30ma protection to All domestic socket outlets [ up to 20a] inside and outside [with certain restricted exceptions ], there is also the 50mm depth reg regarding buried cables in walls etc.
