This sounds just like self regulating heat tape that is often used to stop pipes freezing.

It comes in different ratings, so many watts per meter.
You can buy it in different power ratings, but also, I would think about putting a thermostat on it or a pid controller with a thermocouple.
That way you could regulate the temperature of the brew precisely.
 
bin it and buy one of these. adjustable thermostat lets you control temp. and, being immersed in the brew, will not overheat.
