This will be my one and only contribution to this thread.
There is no way to partially block radio waves within a confined space.
If the O.P truely believes the tracker may be causing issues then the first course of action is to contact the owner of it, presumably his / her / other, employer or the owner of the van and ask for it to be temporarilly disconnected.
If that works and the employer / vehicle owner insists it has to be connected then it looks like the O.P will need to find a job that doesn't involve driving a vehicle that has or may have a tracker fitted.
An employer / vehicle owner is within their rights to insist the tracker be active.
