Yep flat 12 has been paying all the communal cost. Approximately 2kw of energy without heating so far. Annoying thing is I can’t do anything about it at the moment as there is no supply for landlord
 
Had a studio flat with electric cooker and heating piggybacked to my flat CCU. Landlord wouldn’t compensate me so I moved out.
 
I had a conversion flat once... 1 of 4 in the building... after a year or so I realised that my water rates were rather high (not metered)... turns out the guy that split the house didn't tell the waterboard... they weren't very happy.
