You have to speak to your supply company.
they would need to give you a new supply cable containing the other 2 phases.

There may also be a device that converts single to pseudo 3 phase.
 
OP might have an answer,
Maybe he/she does or has other requirements for 3ph like an EVC, but you are probably correct in that they have obtained a 2nd hand ramp with a 3ph motor and therefore agree with your post #4 for most cost effective option.
