You can test the board as a whole and cross out the bit on cert that has P-N P-E N-E and write under it P-N + E then on CU link P-N with link wire that way all bulbs trannys etc can be left in ! Sorted !
Also it is exeptable to drop test voltage to 250v for pelv/selv
Or you can remove all bulbs, plugged in equipment, fuses in fused spurs etc and do a 500v test as norm between P-N P-E N-E if no selv/pelv etc but its always good practice to do a 250v test first just in case youve left a bulb in, item plugged in, fuse left in fused spur etc.
depending on the size of the insallation and number of transformers you could test l-n with the switches open and record a limitation on the cirt
as kung said try 250v first before you damage anything
As was mentioned somewhere else here before just remember that the 250V on your meter is probably 250V DC so some electronic equipment will not like it anyway so be careful.
