I am looking at an Edcoa 2500 inverter which produces 230v pos to neg but half of that to earth. The installation is on a boat and the boat boiler is looking for 230v to earth. Can I bond the ac neutral to earth to acieve this?

No, you don't have a neutral from the inverter, it is centre tapped. This means you have two lives, effectively one 115V above earth and one 115V below earth.

You should consult a good electrician who is familiar with boats and inverters. Try asking at the local chandelier if they know of one.
Boats can be tricky in that they have sacrificial anodes that stop corrosion of submerged metal work. Get the wiring wrong, especially with earthing and bonding and the electrolysis can destroy bearings and propellers in days.

The inverter output might well be floating (pun intended) with neither side, nor centre tap earthed. It will tend to float symmetrically with both wires equal voltages from earth. As mentioned, seek specialist advice, as you may inadvertently cause multiple connections to DC negative that could accelerate electrolysis.
