Seeking some advice - electrician has done 2 jobs - are either of these notifiable as he says he doesn't usually supply a certificate

1) installing new electric radiators - swapping out existing heaters and connecting up new ones to existing circuits
2) installing a power cable from consumer unit to an existing extractor fan.

Notifiable and warranting a certificate are two different things .
Exchange of like for like equipment doesn’t warrant a certificate (Minor works)
Replacement of the supply cable to an existing fan would require a minor works Cert. (non notifiable)
A new circuit for the fan would require an Electrical installation certificate and would be notifiable.

1 - no
2 - sounds like new circuit - so yes

Supplying an installation certificate and notifying the work are two different things by the way.
Irrespective of whether he told LABC, the 2nd one should have an Electrical Installation Certificate.
