Hi all hope you can help me on this one as heating is not my forteit. Got a communal heating system 6 flats one heating system. 5 flats have heat 1 doesn't. Plumber been to it and says its electrical as no power to the controller. Each flat has it's own controller fed locally from their own board. Each flat has it's own port valve in the plant room boiler and stats etc. There is also a bank of relays but not dont know what they do.Any help will be helpful guys

I'm assuming that the relay circled is for the problem flat
The relay on the left does not look to be used the other relays look to be a common switch to run the heating with each relay being energised from the corresponding flat controls and supply
First off you need to check that when the flat calls for heat that power is getting to the relay
Given that the relay on the left does not appear to be used I would use it as a known good swap for a possible faulty relay
 
In the absence of any drawings or other information the way I envisage it working each flat will energise one of the relays that will then operate the corresponding motorised valve which will fire the boiler and run the pump
It looks like that relay panel is just to provide supply isolation / separation between each of the flats heating controls and the heating equipment
