I have a problem with the power of the motor for my DIY residential lift.

The Word document attached has full details with photos but, in brief, the 2CV 3P 380V motor can raise only one passenger in the lift, drawing 7.5A to start moving and 4.0A thereafter. But with two people, it draws 23A and doesn't budge! If the second person enters the lift when it is already rising, it continues to rise, so the problem is to get started. The motor pulley ( 120mm) is bigger than the reduction box pulley ( 110mm) so the simplest solution would be to reduce the motor pulley diameter. But by how much? Ideally, I would like it to take up to three passengers. All contributions appreciated!
