Not the exact wording but near enough.
 
I agree with you. But what about industrial and comercial premises ?
There is no blanket statement like domestic for commercial and industrial lighting circuits however the installation method of the circuit may result in the requirement.

This would be down to the installation method and if there's any requirements for compliance with certain areas of Part 7.

Generally additional protection would not be required however if you had a workshop with showers then you would need additional protection for the circuits supplying, or passing through, the location containing a bath or shower as an example.
 
If lighting circuit is all surface, pvc conduit/pvc trunking/ surface/ clipped direct .
IMO that would omit the rcd requirement.
