WIth new reg is it a true that the every lighting circuit have to be protected by rcd ?

No, it is not true.

There is a regulation which requires 30mA RCD protection for all lighting circuits in domestic installations.

For new Domestic installations / new circuits.
Not for existing, unless you want to bring the installation up to current standards.

There is no blanket statement like domestic for commercial and industrial lighting circuits however the installation method of the circuit may result in the requirement.

This would be down to the installation method and if there's any requirements for compliance with certain areas of Part 7.

Generally additional protection would not be required however if you had a workshop with showers then you would need additional protection for the circuits supplying, or passing through, the location containing a bath or shower as an example.

If lighting circuit is all surface, pvc conduit/pvc trunking/ surface/ clipped direct .
IMO that would omit the rcd requirement.

In domestic it must still have RCD protection, in non-domestic it is not required.
