versus

I Built a system using 2 parallel solar panels 5V 700mA a dc-dc converter and usb female connector.
I got in the dc-out without anything connected 5V and 1A.
But as i connect the MP3, i get in the dc-out 2V and it isnt charging the MP3.

What am i doing wrong guys?
Please help me i am messing with this project about a month.
 
Perhaps not really the best forum for this, but come back with the make/part no./spec of converter. Also input and output currents and voltages on load and off load. Then we might have something to go on.

For example, if loading up the converter drags the input voltage down to below the specified input range, you'll have your answer.
