Just looking at MEIWC (had not done so for quite a while). It asks for Zdb. When doing minor works on a larger installation a measured Zdb may be acceptable as turning off the whole installation is not possible/acceptable. However with a small installation with only one CU/DB is this really asking for Ze or is a measurement with bonding in place acceptable?
 
Yes, because if it asked for Ze, then the whole installation would need to be switched off and the earthing conductor disconnected to obtain the measurement.
For minor works, this is usually not necessary, therefore Zdb is the correct and only term that can be used in this situation.
