What is the current earthing system?, because you do know that you cannot just transform a TT or TNS system to TNC-S just by connecting the Earth to Neutral.

the only people authourised to move your meter and change your incoming supply to pme is the local supply authority yourself or others can move the fuseboard to a better position but the leccy company have to move the rest
 
Just bear in mind the cost of relocating this. The last time I had to arrange this sort of work the leccy supplier charge £650 for two blokes to do 1 hours work and I had to dig the trench!
