Sometimes you do something like that to shut up the health and safety guy with his clipboard and pen demanding all sorts of stuff no sane electrician would do
Most likely demanded by a meter installer that doesn’t have a clue. I once was waiting for a new fuse in a long time empty property & because his volt stick didn’t light up said they would need to dig road up. Until I pointed out the supply branched off & fed next door. Spent the next half hour looking very sheepish while he installed the isolator lol.
