Do you mean wages rates in relation to grade or chargeout prime cost rates (from ECA)?

I donnt know about Local Authorities etc but I do remember the ECA rates were calculated similarly to the following.

Sparks payrate (JIB) say £14.86 x 40 hours x 48 weeks + 4 weeks holiday pay and stats., + one mans share of E.L. and P.L. + employers N.I.% contribution for the man. Then divide by 52 for weekly cost and further by 40 for hourly prime cost.
Dayworks were generally 2x prime cost, at least as I remember in the 80s.
