of course you should. MWC or EIC, except for like for like or minor repairs.
 
Moot point. BS7671 says you must supply the appropriate certification following inspection and testing, BS7671 is not legally binding, but the building regulations that are legally binding say you must install to BS7671.
You would be without a leg to stand on in court, if you ever got to that point, trying to explain why you did not provide a certificate.
