That "crimp" can't have been left like that (is one of the neutral strands snapped?); it does look like a cable could have been connected to the next joint along the cable at some point, maybe this was a method of restoring back to how it was.
Not sure this is an approved method of applying TNCS for an incoming supply.

well it's a DNO bodge then. this house is the last of 6 on the run. . none of the others have antything like it.

Very poor bodge, but it looks like it has been there for a while and seem OTT for many DIY type efforts.

If it's the last house of the run, it will be 16mm hard drawn copper down to an earth rod as per DNO PME regs. Should have a PME label attached.
