I’m looking to complete level 3 soon and then the NVQ (I also posted about a catch 22 with this).
From reading the forum some advice is to do work in our own home, for friends and whenever possible free of charge or as an electricians mate with an experienced electrician.

Could I start gathering evidence now or do I need to complete level 3 first / enrol on the NVQ first?

Gather relevant evidence as and when you can. The more you can complete at an early stage, the less you'll have to do later on.
 
You can find the 2357 logbook on the city and guilds website. It tells you all of the units and what your expected to cover. But best to take photos of everything.
