If the system's that old best chop it off and forget about it. Had several properties from the late 60s/early 70s with electric UFH. Cost a fortune to run when they worked and most had failed by the late 90s.
 
Ooh lovely. They don't make them like that anymore.

I did do a flat refurb a few years ago, it had the same type of system. the customer wanted to keep it.
A quick zap with the IR tester showed him that it was no longer a going concern. Bad IR in two rooms, no continuity in a third.
Gas had been laid on to the apartment block, so wet underfloor heating was put in. It raised the entire floor level by a bit, but it was worth it.
 
At the moment it under fairly uneven terracotta tiled flooring. The plan is to rip the whole lot out and put a modern wet system in. Will be interesting to see what’s under the tiles. Two mid 19th century Workers cottages knocked into one in about 1960.
