you need to be competent, which is a bit of a grey area. so best to have your 2391, 17th and all the rest of it. and experience can't be substituted, but we all have to start somewhere.
 
Competancy is the keyword when carrying out PIR's, no specific qualies are needed.

The problem arises when competancy is called into question i.e if something goes wrong, with nothing to back up your claims of competancy you may not have a leg to stand on.

Qualies are a good indication of competancy....the 2391 is the recognised insp and test qualie.....I would suggest this along with the 2382 is the way to go.
 
There is no formal qualification to be able to do PIR's but you must be competent.

IMO to do a PIR you should be qualified, have 2391, 17th edition and be suitably experienced in testing and inspections of new installations (EIC's).
 
The NICEIC actually do a really good course on domestic PIR's... I was lucky enough to be invited to on to the pilot session and it's an interactive course so you actually get to walk around a house and do all the tests and inspections (think Doom for anyone about my age!).

If you don't want to go the whole hog of the 2391 which is pretty tough, this would give you at least proof to yourself that you either know what you're doing or you don't. I was glad I'd been doing it nearly correct for the last 6 years!! :D
