just completed PIR in B&B, which is rented to council tenants. Does the certificate need to niceic or of any other organisation.

A PIR doen't fall under Part P of the Building Regulations but if the property is owned by the council they may request a periodic inspection report by a particular body such as the NICEIC.

You may need to check with the council to see what they accept?

As the is no law stating you have to be a member of the NIC or any other body to issue a PIR certificates the council should have stated before employing you to carry out the PIR if owned by them that as part of their requirements you have to be a member of such a body.

If after receiving the certificates they then tell you this and refuse to pay you, you could state to them that it is restiriction of the practice of work by now telling you this and suggest you may see them in court
