Hi folks, client has requested PIR on a property with disconnected supply (not sure how disconnection has been effected). Property has been empty for a long time and potential buyer (retired electrician - no pressure) wants to know as much as possible to see if price can be negotiated down.

Obviously can only do dead tests, but from a PIR paperwork point of view, any thoughts on how to handle? Client knows inspection, continuity, IR tests etc can reveal quite a lot.

Should I decline to do a PIR but do a basic inspection and give a written condition report, or do a full PIR as far as can be done (with lots of LIMS)? Clearly can't tick satisfactory but what goes next to unsatisfactory? LIM?

If method of disconnection was company fuse pull I'm inclined to put in a fuse and carry out full tests. Sound ok?

Do the full PIR with the limitation of 'no supply available, only dead testing carried out'

You CAN still issue a 'satisfactory' assessment based on the extent of your inspection/testing, just as you could with other limitations.

'The installation was assessed as being 'satisfactory' based on the limited testing carried out due to the lack of supply. Further testing is recommended on connection of a supply to confirm an effective earth, polarity, earth loop impedance, prospective fault current, RCD disconnection and function checks.'
 
thats what i do with storage heater circuits - im not going back at midnight to do earth loop testing, R1+R2 is good enough with limitations for live testing :)
