Looks like a commercial building electric meter remote data collection unit / modem, connected to the buildings phone network but with a connection to an outside line.

Looks like it was for the Landlords supply.
Possibly redundant if there's no meter above or near it.
 
Phone line joint box below, Hydro Electric symbol on top box. (Although I don’t think that sticker has anything to do with what’s inside. Just a handy place to stick it when meters were changed)
I’m thinking it’s a relay box so when the phone rings, it also rings an external bell, possibly powered by 230v
 
Looks like a normal telephone equipment power supply, e.g. for a Plan 105 or 107 system. If it's for an internal intercom only, it won't necessarily have GPO / BT branding. Agree the meter sticker probably only landed there because it was a flat surface.
