Just wondering if I'm thinking correctly here....

Newley installed rcbo, but not tripping when tested at x1 and x5 ?

Got to be either a dodgy rcbo unit (was a cheaper make - CED) or maybe a dodgy earth connection ?

have you test the Zs. and if so does it comply with the tolorences as per rating of RCBO
 
Yep tester all good, leads good, 30ma set all ok.... not tried another rcbo yet. But if it's not that I'm thinking it's got to be earth prob?
 
i had the same problem with the RCBO not tripping and although i got a reasonable r1r2 resault it all came down to a loose earth connection so i think your instincts may be right
 
ZS will clarify any earthing problem.
Also was meter on G setting and not time delay?
Heard a couple of years ago a load came over with nothing inside from China.

Sorry chaps... delayed reply there, only a day late !! Lost my www connection for a while, then fell asleep.

It ended up being dodgy earth connection, thanks for all your help and advice..

Before you test any RCD you need to confirm like the guys have said you have a good Ze your gas & water earths are connected then do yor circuit Zs then at the end do your RCD test
