do all new circuits have to be rcd protected now or what? i know special locations have to be but what about the rest?
No they don't.
Only circuits of locations containing a bath or shower and some circuits in other special locations.
There are requirements to protect socket-outlets, and some cables concealled in walls, which may mean that protecting the circuit is the easiest and most cost effective method.

You're a member of Elecsa, either speak to their technical dept or read the OSG or BGB, it's all in there.
You must have those else you wouldn't have passed the assessment.

In reality 99.99% of domestic installations require RCD protection on all circuits.
