I am testing a residential consumer unit with an RCD that is tripping daily at different times. With a multimeter set on the 2ΩM I tested each individual fuse after switching off mains switch and RCD and out of the 10 fuses 8 gave me a reading of 0.4 between earth and phase. I am assuming that the insulation resistance of wires in the installation is very poor causing the tripping of the RCD!

hello welcome
you cant do insulation tests with a multimeter you need an ins res tester to induce voltage onto the circiut
it sounds like you may need some help with your testing

Even so 0.4 ohms is still low between phase & earth

NRG ~ I suggest you turn on each breaker one at a time just to see if you get an instanteaneous trip, that may at least isolate which circuit the fault is on. ~ make sure you are not putting yourself or others at risk whilst doing so If you do have an earth fault!

Wheres the injected 500v? doesnt happen on a multimeter! as soon as multimeter was mentioned it was wrong.

Multimeters can be good for fault finding but not insulation testing.

NRG114 if your are testing phase to earth have you disconnected the neutral as you may be getting a path through equipment still coneected.
