Recently more than once in PE and even on here I've heard about sparks finding red main fuse carriers with only an aluminium tube inside, and not the expected fuse.
now i come from an electricity company background, but never came across this in the 11 years I worked in that part of the industry, but it was obvious to me what they were there for, they are simply there for local isolation for metering, generally within a housing block, where the mains intake is locked by the building owner but the tenants metering is accessible by them.

Now it worries me that even in PE, in the 'caught on camera' section electricians are HORRIFIED to find the Ali tube in place, the latest one testifies " I pulled the main fuse to change the mains board", really? Is it me being clever or are there that many electricians out there who can't work it out for them selves, and why can't the boFfins at PE realise what they are printing amounts to almost scare mongering
 
If the switch fuse was not intended as a protective device but as a means of isolation, then this arrangement is perfectly acceptable!! Those tubes are also used as neutral links in DP fuse carriers.

Unfortunately the quality of the newer electricians, as well as they're training these day's leave a lot to be desired!! And basically that's the problem in a nutshell!! It's not the fault of the so-called boffins at the PE, and it's certainly not scaremongering!!

i think its scaremongering by giving the impression that its wrong, when in fact it is exactly as intended.
