Its just a change-over relay. You supply to terminal 3 and take the signal/supply from 1 or 5, depending if you want NO or NC.

Can only assume it’s not getting power from the input to the relay, and that I have to supply a com to one of the terminals 1/3/5?
Time for a visit from your friendly local Electrician Adam, you know it makes sense.
 
It's a volt free contact with the look of it.

Turn your multimeter to d.c and check. Make sure you have a correct reference point for voltage detection........... or call a spark either way. ;)
