Why does the resistance go up during this test?

In fact it goes up several times during the video. Is this the wire charging up from capacitance? I'm clueless.

There could be many reasons for this, continuity is being measured between the live and the earth which are linked together at the DB.
Without being able to investigate what is causing the rise we can only guess.

From experience those probes don't always fit inro those connectors very well so there may not be good contact pressure causing the reading to rise.
It's possible the capacitor in the fluorescent could be charging if there is a N-E fault or if the earth is still connected to the earth bar.
Other possibilities are that the test link is slightly loose, there could be a slightly loose joint somewhere in tbe circuit or it could be a problem with the test leads or tester itself.
 
Makes sense, like given. I have to admit its kind of cool that UK electricians know ohm values of the top of their heads for any given length of twin and earth.

Generally speaking we don't know off the top of our heads, but the resistance per metre is available in the on site guide to the regulations.

Most of us can remember the earth fault loop impedance limits for common circuit ratings though.
