Yesterday was working below a mansard roof and to avoid drilling through steels I ran some 1mm cable along the top of the joists in the ceiling void created by the mansard. however, i was running the cable perpendicular to the joists which were 400mm apart. Is this mechanical support or not? is this allowed?

ok . so its fine even if the cables are sitting on top of the joists and not running in holes through the joist?
Clipped presumably? If so absolutely no different to running through holes in the same joists surely?

If there is a problem with it I've been doing it wrong for a wee while :D
