Safe system of works around pv array

Due to an incident of an induced voltage on the array framework and someone getting a shock what’s people safe system of works in place to minimise this happening ?

Is the issue of bigger concern not the stray voltage on the panels?

Have the panels been checked they are meeting design specification for insulation resistance?

Should the framework be earthed to avoid this?

Was the person who got the shock an innocent bystander or someone working on the array?
If it was someone working on the array were they suitably experienced and or supervised?

If it was an innocent bystander then a suitably experienced person should be investigating and should know the Safe system of work and be able to diagnose the fault and fix it.
Untill that happens then access to the array should be restricted
