What exactly is the tester showing here? Is it a full 240V or something less?

There could be electronics, surge protection or a fault causing a connection between N and E in the installation

Hi - assuming the supplier's earth is still connected through to the earth bar and it's TNCS then I'm thinking there's a NE fault.
