There does seem to be a blind obsession with some councils to have conservation areas, listed buildings etc that prevent you doing work to even the most average older building.
I believe if the government is serious now about green issues, then these preventions need to be relaxed.

Old single glazed sash windows for example, even though part of the character of an old house, are not only unsightly when there’s condensation running off in cold weather, but the resulting dampness is detrimental to the fabric of the building and perhaps the occupants health.
They can be replaced with double or even triple glazing that still look the part, but property owners would need a financial incentive due to the costs.
