Hi all I bought this light online, says it's suitable for 240V. The cable it came with only has live and neutral no earth, however as you can see in the pics it has aluminium brackets for mounting, it also has what looks like aluminium backing and screws but these feel like they're made from plastic. I've installed ceiling lights before with and without earth but my understanding is if there was any exposed metal it should be earthed. Is this light safe to install? Any advice would be greatly appreciated thanks.

Welcome to the forum mate.
I presume that the rest of the light is not metal. It is not likely that a damaged cable will touch these brackets.
I also presume that the light has a double insulated symbol. EDIT. It does, in your first pic.
