Got some one bedroom flats to wire & install Submains. Usually would install 25mm 3 core SWA (just to cover myself) but prices are tight.Flats only have lighting, sockets and cooker as heating supplied with Gas boiler.
Question is:- Would 16mm 3 core SWA be ok
 
sounds to me like it will be ok. a family home with 4-5 bedrooms and garage withoutside lights ect will usually have 100Acutout and 25mm tails, so in your situation i think 16mm will be fine. i tonged my tails a few years ago, when i lived in a 1bed flat, with cooker on full (oven too) and all lights, tv, iron ect, and it was 45A.
 
Have you ever used split concentric cable, no terminating into glands and use k.m.f switches instead of sp+n switched fuse(metalclad)
im sure you will save some money this way.
