I have one of these to control the central heating. The live terminals are enclosed and there is a cable grip at each end, so no, they don't need to be enclosed if in the warm and dry, at least to meet the letter of the regs.
Having said that, a small enclosure wouldn't go amiss, although that then limits access to the manual overide and pairing controls.
