Hi all,
Apologies for possibly a basic question. I’ve just gotten a job as a ‘maintenance man’ for a local housing company, my role is pretty basic mostly joinery, decorating works. Don’t worry, the nearest I’ll get to doing anything with electrics is changing lamps. But I’m hoping to start getting on top of paperwork and creating logs / directories for the properties we have.
One of our properties is a building separated into 4 flats. Can anyone tell me if this supply is three phase or single? I assumed 3 but there appears to be no neutral or earth cable.

I would say that is three phase. The taped-up conductor on the right is a PEN conductor (protective earth neutral). It probably connects to a bar where both the outgoing neutrals and earthing conductors are connected. A TN-C-S earthing system.
