In the regs it says surge protectors must not be higher that category II for overvoltage, anyone know why?

I've seen a device being sold which can cope with 40kA overcurrent, but some fuses are rated at 16kA so I wondered if the surge protector is any good.

Its not required in the UK as we don't have enough lighting storms.
