Hey, my downstairs hallway light switch is a 2 gang but doesn't control my upstairs hallway light (and just a 1 way for the upstairs light). After inspecting, there is unconnected T&E thats runs to the upstairs light from the downstairs 2 gang switch. Now I know that can't be used as a 3 core but wondering if there is any other options available t0 me to operate the upstairs light from the downstair switch? Many thanks.
 
I think at one time the twin you’ve found was maybe the strappers to operate the 2 way.... the feed at the bottom and switchwire at top. It may have borrowed the upstairs circuit neutral to get it to work, and over time this has caused problems and it’s been disconnected for safety.

Other than that, perhaps getting an electrician in to test and trace what you have. There may be a way with Smart switches or Qinetic remotes.
 
Quinetic is the easy option but switch and receiver about £60.
 
Certain brands of electronic dimmer switch only need 2 cores between 2 way switches, if that is an option. Danlers is one brand that allow this, providing your light fittings can be dimmed.
