Is the question "How to lock-out the generator for safety reasons when monkeying with the ATS controls?"

Or is it "Can you do a useful ATS test without actually making the thing go on-generator and back to mains once more?"
 
Usually the burning question is: "How much flak do we cop if the test goes wrong and we black the site out?"

No matter whether there is a pre-existing fault that needs to be discovered and fixed, whoever presses the button never lives it down.
 
I have heard numerous tails of sites that skirted round the proper testing aspect for just that reason. No one would pull the Big Red Leaver with Knobs On to simulate a total grid outage to see if things workout out OK. Until of course some JCB driver did that for them and they discovered that something did not work!

Sometimes the generator won't start, but other times it is less obvious like the computer room keeps up but the A/C was not on the backup supply and they get roasted, etc...
 
Back when I was a DNO engineer I arranged to shut down the local AA office where all the breakdown trucks were controlled from. Their FM guy said ''no problem we have a great generator. ''Come the Saturday morning, I shut down the supply and the generator battery was flat. We then had the strange sight of one of their breakdown trucks trying to jump start their office. He failed!
